Description
The VA Great Lakes Acquisition Center intends to negotiate a sole source contract with FMS Finapres Medical Systems BV to provide (1) Portable non-invasive, continuous beat-by-beat estimate of arterial, Blood Pressure Monitor for the WM S MIDDLETON HOSPITAL, 2500 Overlook Terrace MADISON, WI 53705-2254. To the best of our knowledge, FMS Finapres Medical Systems BV is the only manufacture or company that offers a portable ambulatory non-invasive finger arterial blood pressure monitor. Furthermore, no other products are available that use the Penaz technique of constant arterial diameter to track rapid changes in arterial pressure. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other supplies or services will satisfy agency requirements. Contract type is firm-fixed price and the NAICS Code is 339112. Moreover, equipment shall also include the following features: Equipment is fully automatic, capable of measuring transient changes in blood pressure in human subjects following experimental and spontaneous physiological perturbations and provide dual-cuff patient interface. In addition, data measurements can be stored for more than 24 hours and are automatically suspended after an operational error. Additionally, data measurements can be transferred to a PC via serial link for beat-to-beat and other various types of analyses. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer within (10) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, VAMC GLAC, 5000 W. National Ave Bldg. 5, Milwaukee WI 53295 or via fax to (414) 902-5440. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with FMS Finapres Medical Systems BV.
