Description
Description: Provide Cultural Competency Training to HRSA?s HIV/AIDS Bureau (HAB). The Health Resources and Services Administration (HRSA) is conducting a sources sought synopsis to locate capable organizations providing the services mentioned in the Description and in the paragraphs below. The Cultural Competency initiative will be an added component to the Knowledge Sharing and Learning (KSL) Program in HAB. The KSL program is a newly established educational initiative that aims to support and further develop HAB staff?s knowledge base on addressing factors that have significant implications for HIV/AIDS care, services and treatment. The KSL Initiative educational components?didactic and skills building?supports the development of HAB? staff competencies related to public health and programmatic administration functions, CARE Act and other Federal programs and HIV care services. HAB recognizes the need to develop the skills and knowledge of the staff at all levels to meet the challenge of serving an increasingly diverse population of grantees and HIV affected populations. Thus, because HAB staff is the primary point of contact and first line of response for technical assistance (TA) needs for CARE Act grantees, the KSL initiative Cultural infrastructure will: 1) Enhance HAB staff awareness of how culturally grounded their professional behavior is; and 2) Increase HAB staff cultural competency skills and knowledge that will enable them to provide effective technical assistance services to CARE Act grantees/clinical providers serving minority populations. Topics shall include: 1) Provide a draft of the initial announcement to introduce the training to HAB staff; 2) Conduct telephone interviews with HAB staff to gather information and determine a needs assessment; 3) Prepare curriculum and course materials; 4) Develop an evaluation tool; 5) Conduct the training; and 6) Prepare a post-training evaluation report. Interested organizations should submit their capability statements demonstrating their capability to perform this work in sufficient detail to assess their ability. Potential contractors must have extensive expertise and skills in the growing field of multiculturalism and diversity and working with Federal and other agencies in creating organizations that are strengthened and empowered by its diversity. The potential contractor shall be a leader in the efforts to increase communication, understanding and respect among people of diverse backgrounds and be an expert in addressing important systematic issues of multiculturalism. In particular, potential contractors shall be experienced in such cultural diversity work within the field of HIV/AIDS. Potential contractors shall also possess knowledge and expertise in curriculum and materials development based on cultural competence principles and shall address an understanding of adult learning and experiential methodologies. Finally, the contractor shall be an expert in facilitation skills based on cultural diversity and cultural competence principles. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance HRSA?s consideration and evaluation of the information submitted should be provided. The Government reserves the right to not set this acquisition aside for small business. The applicable NAICS code for this requirement is 541611 and the corresponding size standard is $6.0M.
