Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Metallurgy Division, intends to negotiate on a sole source basis under the authority of 41 U.S.C. 253 ( c)(1) only one source to provide services, with the FEI Company, Hillsboro, OR 97124-4579. The services being procured are to Deinstall and Reinstall CM30STEM Twin Lens Electron Microscope (Serial Number D633) to move from AML to Building 223, Room B127. Move process includes: 1. System Performance Baseline 2. System De-Installation. 3. Site Survey. 4. Re-Installation/Calibration. Scope of work will include but is not limited to, travel to/from site, removal of covers, disconnecting of associated cables between units, removal of HV gun and cable, securing of column for transport, and packing of all accessories, manuals, spare parts, etc. The instrument will be reinstalled in the reverse manner of the dismantle. Perform system baseline to ensure system performance meets pre-move conditions. Market research has not revealed an alternative source. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard of 500 employees. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than seven (7) days after publication of this synopsis.
