Description
The USDA Natural Resources Conservation Service (NRCS) in Florida requires the services of a licensed registered land surveyor for the performance of legal boundary surveys in the State of Florida and is issuing a Request for Qualifications. Contractor does not have to be an A/E. This procurement is full and open competition and the North American industrial Classification System Code (NAICS) is 54130. The government contemplates multiple awards of indefinite delivery-indefinite quantity contracts as a result of this competition. The contract award will be for a minimum of $1000 and a maximum of $500,000 over the contract period. The Surveyor must be a licensed registered land surveyor in the State of Florida. The Surveyor will provide a Boundary Survey of the Wetland Reserve Program (WRP) Easement Area which meets the minimum technical standards for land surveying as set forth in Chapter 61G ? 17, Florida Administrative Code, adopted pursuant to Section 472.027, Florida Statutes. Projects could be anywhere in the state of Florida, however the following counties currently have projects to be awarded: Highland, Hendry, Osceola, Martin, St. Lucie, and Orange counties. Task orders will be more specific in terms of location, acreage, survey requirements, deliverables, etc. Work under each of these task orders will be subject to satisfactory price negotiation prior to issuance of a Notice to Proceed (NTP). Task orders will be awarded as firm fixed price procurements. Selection Criteria: Evaluation factors are listed in descending order of importance: a. List professional qualifications necessary for satisfactory performance of required services. Contractor must have at least one licensed registered land surveyor (licensed in the state of Florida) on staff and must include copies of resumes and copies of professional license(s) for personnel proposed for this contract. b. Specialized experiences and technical competence completing land surveys on conservation easements or land acquired for conservation purposes (with experience in retracement procedures for section subdivision, proportioning corners, rules of evidence applied to original corner searches). List the number and size (in acres) of projects completed by your firm. Provide a description of the approach used to resolve problems resulting from conflicts of surveys, possession, or title. c. Describe the firm?s ability to perform work on multiple projects simultaneously. List the number of survey crews that can work simultaneously on this contract. d. Provide information relative to the staff that will be assigned to complete the services requested in this specific contract. Proposals must respond to the following items: 1. Describe the average time required to complete and assignment (giving that time requirement is dependent on project size and topography, please give a general estimate of time requirement based on past performance. 2. List all approximately skilled personnel on staff and how work will be assigned to them. 3. Identify role of the registered surveyor and mapper. 4. Explain job scheduling. e. List locations in the State of Florida in which your firm has experience in completing easement surveys. In descending order of desirability, firms shall list the counties in Florida in which they are most interested in working (a statement such as ?all counties? is not acceptable). f. List past performance references, including the name of the agency, contact person, phone number and email address (if available) on contracts with Government agencies and non profit conservation organizations on projects completed in the last 3 years. One of the references should be for the survey submitted in item ?g?, below. g. Provide a legible copy of a survey and describe how it was priced (list the relevant factors used to establish the price). The government intends to award to firms considered the most highly qualified to perform the work. Firms meeting the requirements and would like to be considered for award must submit four (4) copies of Standard Form 330, by close of business August 29, 2005 to USDA/NRCS, Attn: Angela Allen, 2614 NW 43rd Street, Gainesville, FL 32606.
