Description
The National Archives and Records Administration (NARA) intends to issue a Request for Proposal (RFP) in a negotiated procurement for the National Personnel Records Center (NPRC) requirement for a cost-effective means of mailing response documents to its customers. This contract will provide NPRC with a means to utilize U. S. Postal Service (USPS) discounts and improve delivery of service. The NPRC, located in Saint Louis, Missouri, is the largest single component of NARA. The NPRC is comprised of two separate facilities, located approximately 18 miles apart; one for Civilian Personnel Records (CPR) and one for Military Personnel Records (MPR). Each facility performs similar, but distinct, missions of providing storage of, and referencing information from, records which document an individual?s service for the U.S. Government. The services performed at MPR are primarily supportive of the rights and benefits of U.S. military veterans and their families. These benefits include health care, home loan guarantees, education, service-connected injury compensation, burial allowances and assistance to homeless veterans. There are close to 56 million military records stored at the MPR facility, as well as another 39 million parts of record-related items that are used for records reconstruction purposes. The majority of the records are the Official Military Personnel File (OMPF) records of former military service men and women. As a central repository for these service records, MPR responds to a high volume of reference inquiries and requests for copies. CPR provides storage and reference service on the Official Personnel Folders (OPFs) and Employee Medical Folders (EMFs) of separated Federal civilian employees. This facility performs reference services, including the loan or return of records to the agency of origin, preparation of authenticated reproductions of documents, and furnishing information extracted from the records. CPR receives from Federal Agencies approximately 650,000 OPFs, EMFs, and x-rays annually. The objective of this contract is to provide for mail pre-sort services (e.g., pick-up, meter and process letter mail, flat mail and parcels; presort and barcode) at MPR and CPR. MPR and CPR will release their mail to the Contractor for processing prior to dispatch to the USPS. The Contractor must provide all management, supervision, manpower, equipment and supplies, and must plan, schedule and coordinate and ensure effective performance necessary to provide presort mail services. The Contractor will be required to provide a minimum of presort mail and barcode service applicable to the postage discount level offered, for domestic 1st Class Federal practices, and all USPS Coding Accuracy Support System (CASS) certification throughout the term of this contract and any option period. The contract awarded as a result of this RFP will be an Indefinite Delivery Indefinite Quantity contract with Department of Labor wage determinations incorporated. The Term of the contract will be for a Base Period of twelve (12) months plus four (4) twelve (12) month Option Periods. The requirement is a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 561499 and the Small Business Size Standard is $6.0 Million. All responsible small business sources may submit a proposal that will be considered by NARA. Copies of the RFP, which will be available on or about August 4, 2005, may be obtained through the Federal Business Opportunities web site at www.fedbizopps.gov. It is the Offeror?s responsibility to monitor this site for the release of the solicitation and amendments, if any. All Contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those Contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone or fax RFP request will be accepted. *****
