- NASA/HQ plans to issue a Sole Source Procurement for Acquisition Pollution Prevention to International Trade Bridge, Inc. The authority is only one responsible source FAR 6.302-1(a)(1). NASA/Headquarters intends to purchase development, manufacturing, production, sustainment maintenance and acquisition support of Acquisition Pollution Prevention services from International Trade Bridge, Inc Corporation of Beavercreek, OH. International Trade Bridge, Inc is a unique organization that has international expertise with the Portuguese Institute of Environment, through the Centro Para Preven??o da Polui??o (Center for Pollution Prevention-C3P), and other international participants to establish forums to exchange information and accomplish the requirements set forth in the ?Joint Statement between NASA and the Portuguese Ministry of the Environment Regarding Cooperation in the Field of Environmental P2 Matters.? There is no other known organization in the Acquisition Pollution Prevention industry that can provide such a unique requirement of cooperative pollution prevention projects. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contract not later than 3:00 p.m. local time on August 08, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
