Description
NAICS Code: 541620 In accordance with FAR subpart 13.106-1(b), the U.S. Environmental Protection Agency (EPA) seeks to negotiate on a sole source basis with I-CORP International for a study titled, "Assessing Infrared Thermography for the Nondestructive Evaluation of Geomembrane Seam Bond Strength". This project will help to develop a new nondestructive geomembrane test methods using infrared thermography (IRT). The contractor will have to have the following: unique access to infrared (IR) cameras and geomembrane testing laboratories; technical skill to examine the IR images to analyze faults within the seam and to identify their critical/non-critical transitions; and the ability to compare IRT methodology analysis with conventional destructive seam testing like peel/shear. The U.S. EPA-National Risk Management Laboratory, Waste Management Branch in Cincinnati, Ohio is only aware of one source that can perform this project. I-CORP International, a small business, has been involved with geomembrane seam strength testing and has vast experience in geomembrane applications to solid waste containment units, as well as access to IR cameras and geomembrane testing laboratories to complete this project. Interested parties, who feel that they possess the capabilities to perform the services described above, should provide a capabilities statement demonstrating how their qualifications can fulfill the government's requirement. A statement of work and any other applicable documents will be made available upon request. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation must be received within fifteen (15) days after the date of publication of this synopsis to be considered by the EPA. A determination by the EPA not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
