- Description
- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ??? San Diego intends to solicit and award a firm fixed price contract to RM Associates (RMA), 1211 Deerfield Drive, State College, PA 16803 on a sole source basis for engineering technical services in support of the DD(X) Integrated Topside Design Program. This is a follow-on procurement to perform an analysis of previously enhanced RMA developed commercial proprietary software. Under this action, RMA will be tasked to analyze how to apply the previously enhanced Conformal Finite Difference Time Domain (CFDTD) and Frequency Selective Surface (FSS) modeling codes developed by RMA for the Validated Integrated Physics-based Electromagnetic Radiation (VIPER) toolset in support of the DD(X) Integrated Topside Design Program to advanced Navy development efforts. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in the duplication of cost and time to develop the technical capability within another contractor's workforce resulting in substantial added cost that is not expected to be recovered through competition. The applicable North American Industry Classification System (NAICS) Code is 541511, and the size standard is $21M. The anticipated period of performance will be approximately one year with an estimated value of $150,000. Questions concerning this sole source contract action may be directed to Esther E.
