- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The requirement is to provide transportation from Port Hueneme, CA to Fort Hunter Ligget, CA and from Fort Hunter Ligget, CA to Port Hueneme, CA. Passengers will be picked up from Port Hueneme, CA on 14 Aug 2005 (1 bus required), 15 Aug 2005 (5 buses required), 16 Aug 2005 (1 bus required), 18 Aug 2005 (9 buses required), 19 Aug 2005 (6 buses required) and 20 Aug 2005 (3 buses required). Passengers will be picked up from Fort Hunter Ligget, CA on 01 Sept 2005 (10 buses required), 02 Sept 2005 (6 buses required) and 03 Sept 2005 (2 buses required), 04 Sept 2005 (3 buses required) and 05 Sep 2005 (4 buses required). The distance between Port Hueneme, CA and Fort Hunter Ligget, CA is estimated to be 250 miles in one direction. The contractor is responsible for vehicles, ! drivers, fuel, liability insurance and must comply with all safety, security and environmental regulations. Buses shall be at least 47 passengers and be equipped with restroom and air conditioning. In accordance with DOD Regulation 4500.9-R, only approved DOD carriers are eligible. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) No. is N00244-05-T-0856. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04 and Defense Acquisition Change Notice 20050621. The North American Industry Classification System is 485510; The business size standard is $6.0M. This procurement is for the provision at FAR 52.212-1, Instructions to Offerors- Commercial Items applies. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well as the following addendum clauses: 52.219-1, Sma! ll Business Program Representations; 52.211-5, Contract Terms and conditions required to Implement Statues or Executive Orders ? Commercial Items applies with the following applicable clause for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, applies with the following clauses applicable for paragraph (b); DFARS 252-225-7001, Buy American Act and balance of Payment Program; and DFARS 252-225-7012, Preference for Certain Domestic Commodities; Offerors are required to complete and include a copy of the following provision with their quotation: FAR 52.212-3, Offeror Representation and C! ertifications - Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price and the determination of fair and reasonable price. Offerors are also reminded to comply with 252.204-7004, Required Central Contractor Registration (Mar 1998). Lack of registration in the CCR will make an offeror ineligible for award. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.). Quotes must be received no later than 09 August 2005 3:00 P.M., local time and will accepted via fax number (562-626-7275) or via e-mail (cindy.tafoya@navy.mil). Quotes submitted as an attachment to an e-mail should be sent in Word Version 6.0 or higher. Anticipated award date is 10 August 2005.
