BLISS, TX: Over the past few months, the US Army Corps of Engineers (USACE ) has conducted national market research by holding nationwide Industry Forums to seek Industry capability and input into how to execute a multi-billion dollar program across the United States. In order to achieve the quality, flexibility, adaptability, a nd sustainability, as well as time and cost savings that the Government is wanting to achieve, industry told USACE that it will have to open up its MILCON Program to multiple different types of construction methods that are available and utilized throughou t the United States by private industry. Industry recommended that USACE utilize industry best practices, standards and codes. Industry recommended that the Government utilize performance based type contracts versus its current prescriptive contracts tha t identify exactly what materials will be used, how the facility is to be constructed, and when each phase of the construction will be completed. Industry stated that non-traditional construction methods such as Pre-Fabricated, Pre-Engineered, Panelized o r Tilt-up Walls, and Permanent Modular Construction methods are solutions that the Government should seriously consider in order to meet the needs of the Army. Industry also stated that it could achieve cost savings through bulk buys if awarded more than one of the same type of facility. Based on this national market research, the Southwestern Division Corps of Engineers has developed an execution model that it believes will achieve the cost savings and time efficiency sought by the Army, achieve economi es of scale and also provide multiple opportunities for small business participation. Instead of executing large construction contracts for each Brigade, our execution model provides for a Land Development Engineering firm to design the overall infrastruc ture and serve in a site integrator role; and for the facility types to be executed under separate single and/or multiple award IDIQ design build contracts in what is referred to as product lines. In order to explain this approach, the Government will hol d an Industry Day Forum in El Paso. This Industry Day, in addition to the market research questionnaire, is necessary in order for the Government to determine whether or not the market has the capability and capacity to execute this potentially multi-bill ion dollar program over the next five years. In order to facilitate Industry understanding of this approach prior to the Industry Day, the Southwestern Division has placed a MS power point presentation on the Fort Worth District Contracting Divisions hom e page http://ebs.swf.usace.army.mil . Additionally, the Southwestern Division requests that you complete the questionnaire (also found on this website) and provide your responses to the below POC by close of business August 5, 2005. INPUT IS DESIRED FR OM ALL INTERESTED PARTIES. THIS INCLUDES CONTRACTORS, INDUSTRY ORGANIZATIONS, ASSOCIATIONS OR SOCIETIES. This Construction Program will consist of Mission Facilities for the Army (Barracks, Dining Facilities, Headquarters Buildings, Company Operations Fa cilities, Tactical Operations Facilities, Unit Storage, Ammo Storage, Paving/Roads & Parking, Aviation Operation Facilities, Classrooms, Training Ranges) as well as community facilities for the Families (Child Development Centers, Chapels, Fitness Faciliti es, etc.) to support the MILCON Transformation at Ft. Bliss. All buildings are to be considered permanent and shall have a life span of approximately 25 years. THIS PROGRAM IS NOT RESTRICTED AND IS OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION UNDER NAICS CODES 236 Construction of Buildings (236116, 117, 118, 210, 220); 237 Heavy and Civil Engineering Construction (237110, 120, 130, 210); 238 Specialty Trade Contractors (238110, 120, 130, 140, 150, 160, 170, 190, 210, 220, 290, 310, 320, 330, 340, 350, 390, 910, 990); 541 Professional and Technical Services (541310, 320, 330, 410, 490). This announcement is being broadcasted to several of the above NAI CS codes to ensure that it has the widest dissemination as possible. It is our intent to reach as many interested parties as possible. The Industry Day Forum will be held: August 9, 2005 in El Paso, TX at a location yet to be determined. The location wil l be published on the Fort Worth District Contracting Division Home Page when identified. The Forums will Start Promptly at 1:00 PM and end at 5:00 PM LOCAL TIME. USACE encourages small business joint ventures or teaming arrangements. SBA has provided flexibility for two or more small businesses to form a contract team for the purpose of competing for a contract while still maintaining small business status even though the team as a whole would exceed the designated small business size standard for the procurement .
