Description
This notice is for informational purposes only. The Government has a requirement for Systems Integration services for components and associated equipment relating to Computer, Engineering and Fabrication efforts required at the Adelphi Laboratory Ce nter/Army Research Laboratory (ALC/ARL) Research and Development facility. The Contractor shall provide services at both a Government site (ALC/ARL) and Contractor owned site in order to perform and assure resources are supplied in the required timeframes to meet mission critical milestones. The Government will issue Time and Materials type task orders for specific efforts over the life of the prospective contract that require the Contractor to integrate elements of all three (3) types of services (i.e. sy stems integration) or provide a single element of service from the types of services depicted: for computer related services - write software code in Assembly Language, Basic, Visual Basic, C++, FORTRAN and machine code; provide, install, and test: softwa re, hardware, and network upgrades to maximize system performance and minimize downtime for all laboratory/office personal computer (PC) systems (Intel 80286, 80386, 80486, 80586 and PDP8 with DOS/Windows95/Windows 98/Windows 2000 or Windows XP based archi tectures); transfer Computer Aided Design (CAD) data files from PCs to current high performance Computer Numerically Controlled (CNC) machines as well as old technology CNC machines. The Contractor shall also provide research services to include gather ing information from outside sources of expertise as related to the technical support of the specified facilities and equipment, and report those findings to the Government. For engineering services: provide electronic and mechanical engineering technolo gy development of prototype mechanical/electrical systems to include: Radio Frequency; computers; networking; signal processing; communications; optical; radar; laser; data acquisition; unmanned aerial vehicles; acoustic sensors; magnetic sensors and other sensor disciplines; manufacturing and design of antennas for various frequencies; and, other engineering disciplines such as microelectronics; also analyze and design machine parts. For fabrication services: the Government will provide Government Furni shed Operating Areas (GFOA) for required fabrication services to include the following Government Furnished Equipment (GFE): CNC lathe, CNC milling, CNC wire EDM, sinker EDM, grinding, cutting, welding, sheet metal bending and CAD/CAM programming. The Co ntractor shall have full access to Government furnished hand tools and workbenches for up to six (6) assembly technicians and machinists in the Mechanical and Electronic Shop Fabrication and specified laboratory areas. With any new task order, the Governme nt will apprise if the GFOA and GFE are not going to be available for any reason and with such notification, the Contractor shall utilize its facility for the specified effort; solder discrete and Surface Mount Technology (SMT) components on Printed Circui t Boards; prepare/assemble/test various coaxial, single/multi-conductor harnesses, and/or fiber optic cables, printed circuit layouts; produce ISO-9000 printed circuit boards, multilayer boards, surface mount boards, multi-wire boards, wire-wrap boards, wi re bonds; and, fabricate microelectronic components; plan, design, fabricate and upgrade components and subassemblies, equipment, and facilities by utilizing engineering software such as printed circuit design and layout e.g. Protel, Computer Aided Desig n (CAD) e.g. AutoCad, Computer Aided Manufacturing (CAM) e.g. MasterCam, Computer Aided Engineering (CAE), SMT, Local Area Networks (LAN), and communications. This is a market survey/sources sought synopsis published for information only and shall not be construed as a request for competitive proposals or as an obligation on the part of the U.S. Government. The U.S. Government may proceed with a solicitation on the basis of this market survey/sources sought synopsis but under no circumstance will the U.S. Government otherwise pay for information solicited hereunder. Any Contract(s) awarded for these efforts will require the contractors personnel to have and maintain security clearance at the Secret Level. Interested parties need to submit a written, detailed capabilities statement describing specific qualifications of personnel, proof of security clearances and demonstrated experience in performing any par t (or all) of the Governments needs in order for the Government to assess the type of set-aside (if any) under which the resultant solicitation will be issued. NOTE: The Government does not expect a full-blown technical proposal in response to this anno uncement. However, in addition to the detailed capabilities statement, interested parties need to identify and certify to their business size based on NAICS code 541710, with a business size standard of 500 employees. The Government is considering all mann er of set-asides up to and including full and open competition for this future requirement. The order of set-aside precedence to determine if set-aside procedures will be used in announcing this future requirement will be based on the Governments expectat ion of at least two (2) responsive proposals in the following categories: 1. 8(a) Program: Competitive 8(a) Set-Aside (FAR 19.800(e)) 2. Competitive HUBZone Set-aside (FAR 19.1305(a)) 3. Service-Disabled Veteran-Owned Small Business Set-Aside (FAR 19.1405(a)) 4. Total Small Business Set-Aside (FAR 19.502-2) 5. Partial Small Business Set-Aside (FAR 19.502-3)) 6. Full and Open Competition (FAR 6.1) Responses to this sources sought synopsis shall be sent in writing to the attention of Ms. Theresa Wilson, AMSRD-ACC-AC, by e-mail or fax no later than 11:59 pm on 31 August 2005. All respondees will receive a copy of any resultant solicitation issued by the Government for this requirement.
