- NOTICE TO OFFERORS: Funds are not presently available for this project. No award will be made under this synopsis or solicitation until funds are available. The Government reserves the right to cancel this synopsis and/or solicitation, either before or after the closing date, with no obligation to the offeror by the Government. MQNA 02-6007 Install Pre-Treatment System, T-871, at Lajes Field, Azores, Portugal. Worked to be performed consists of the following features, but in no way limits the contractor to perform all work required by drawings and specifications for this project: Perform exterior site work (trenching, water, and/or sewerage infrastructure); installation of piping, valves, pre-packaged units and filters, and electrical instrumentation; construction of concrete slabs and encasements, interior electrical distribution and facility wiring. This solicitation incorporates FAR provisions and clauses and changes through FAC 5005-04 and DCN 20050621. The magnitude of this project is between $1,000,000.00 and $5,000,000.00 Solicitation procedures will be Lowest Price Technically Acceptable (LPTA). North American Industry Classification System assigned to this acquisition is 237110. This requirement is restricted to mainland Portugal and its territories in accordance with the Bilateral Agreement between Portugal and the United States dated 1995. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The request for Proposal (RFP) package will be available for downloading and viewing at Electronic Posting System (EPS) at http://www.eps.gov on or about 5 Aug 05. A pre-proposal conference and a site visit will be held at Lajes Field on or about 15 Aug 05. The RFP package will be available on the Internet only. The solicitation, plans, specifications, and drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone requests will be accepted.
