- Development and maintenance of IETMS for selected engines The following is a modification to solicitation 2 to answer questions: Several questions have been asked on RFP FA8104-05-R-414: 1. Question: Page 106 of RFP, paragraph 4.1.1, states ?the following Table will be used to evaluate the offeror?s Demonstration Disk.? Please clarify which requirements must be addressed on the demo disk. Some requirements, such as 6.2 Travel, will be addressed in the proposal, but not in the demo disk. Answer: All elements in paragraph 4.1.1 must be addressed, either in the demonstration disk, or by narrative in the proposal. 2. Question: Page 112 of RFP, paragraph 5.11, states ?offerors are to provide labor, fringe benefits, overhead and G&A rates by year for all labor categories anticipated for use in the performance of this effort.? Is this information required, particularly for GSA schedule line items that are priced per page? Answer: The instructions indicate that this information is normally provided within the GSA schedule. That is the only requirement. CLIN prices are to be by unit price and extended price. 3. Question: Page 116 of RFP, paragraph 6.3.5. Please clarify?is a subcontracting plan required since this solicitation is set aside for small business? Answer: A subcontracting plan is not required for a small business. 4. Question: Page 121 of RFP, paragraph 2.4.b, states the offeror must propose an ?approach to comply with the DD Form 254, Contract Security Classification Specification and?? It is our understanding that this solicitation contains no classified data. Is this requirement applicable? Answer: This should have been deleted from the instructions. It is not applicable. 5. Question. Page 121 of RFP, paragraph 2.4.d, states the offeror must propose a ?Safety Program/Plan that ensures the protection of Government property and personnel IAW the Safety, Fire Protection and Health Specification, Appendix ?C? to the contract.? There is no Appendix C to the RFP. Is a Safety Program/Plan applicable to this solicitation? Answer: There is no Appendix C; however, each offeror must propose a Safety Plan within the proposal to address the requirements of the RFP. It can be as an Appendix or other narrative within the Mission Capability volume.
