- Eglin AFB FL has a requirement to construct East Gate entry control point, East Gate canopy, and East Gate vehicle inspection at Eglin AFB, FL. The NAICS code for this requirement is 236220 and size standard $28.5M. The acquisition is unrestricted. This is a Performance Price Trade Off acquisition and award will be made based upon the Best Value to the Government in accordance with FAR 15.3. The Government reserves the right to award the contract to other than the lowest proposed price. All responsible sources may submit an offer that shall be considered by the agency. This project includes, but not limited to the following: 1) provide labor, materials and equipment to demolish the existing East Gate Guardhouse and Visitor Center. This work shall include, the demolition of the existing masonry/stucco facility and construction of a new masonry and steel frame facility. 2) provide labor, materials and equipment to construct a new entrance canopy in connection to the New East Gate Guardhouse/Visitor Center. This work shall include the construction of a new masonry and steel frame canopy and also three (3) individual guard ID check stations. 3) provide labor, materials and equipment to construct a new Vehicle Roadway and Inspection area in connection to the new East Gate Guardhouse/Visitor Center and Canopy. This work shall include construction of a new temporary and permanent vehicle asphalt roadway and Inspection area. NOTE: All three projects are directly linked and must be bid together and consturcted under one (1) contract. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials and equipment complete and in accordance with the specifications and drawings. Performance period is 540 calendar days. Estimated dollar range is between $1,000,000 and 5,000,000. Funds are not currently available for this project. No award will be made until funds are available to make payments under this contract. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Governments Electronic Posting System (www.eps.gov) on or about 12 August 2005. The ESTIMATED PROPOSAL DUE DATE is 12 September 2005. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database and Online Representations and Certifications Application (ORCA) (orca.bpn.gov) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR or ORCA database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government.
