- Offutt AFB requires the following service(s): Library Service. The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform library services at Offutt AFB, Nebraska. This service includes but is not limited to the operation of the Base Library at Offutt AFB, NE. Library is a general library providing Air Force Library and Information System (AFLIS) tri-fold program support to Mission, Education, and Quality of Life. Work includes general administration of the library, collection management, financial management, marketing, public services, mission support and education support as defined in the Statement of Work (SOW). A request for proposal will be issued on or about 15 Aug 2005. This acquisition is set-aside 100% for historically black colleges and universities (HBCUs) and minority institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. The proposed contract shall have a one year basic period, starting 01 Oct 2005 through 30 Sep 2006, plus four, one-year options. Award of the contract will be made to the responsive, responsible offeror whose proposal offers the best value to the Government. Upon issue, the Request for Proposal (RFP) will be available on the Internet at the Electronic Posting System (EPS) website, which is at the following address: http://www.eps.gov. Contractors are required to complete Central Contractor Registration prior to award of any Government contract.
