Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services (CMHS), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to the National Council for Community Behavioral Health Care, 12300 Twinbrook Parkway, Suite 320, Rockville, MD 20852. The anticipated date of award is August 18, 2005. The purpose of this project will provide SAMHSA with important and valuable information that will be used to develop programs to assist providers in promoting and facilitiating the use of evidence-based practices within specialty mental health services. This project will support the production of two reports: The first report will identify issues that must be addressed in order to enable specialty community providers to fully implement specific EBPs, with particular attention to rate/payment issues. The second report will identify data and reporting issues that need to be addressed in order to, decrease the overall paperwork burden of providers; move to common data requirements for MH, SA, and Medicaid; assess performance, productivity and quality of care; and promote and measure the utilization of EBPs. All reports, statistics, or tables produced under this project shall be the property of the Federal government. No other articles or publications which rely substantially on materials produced under this project shall be published by either party without prior consultation and approval. The contractor shall be responsible for, but not limited to the following: Meet with the PO and other CMHS/SAMHSA staff in order to determine the best approach for accomplishing the tasks covered by this contract. Review the results of an ongoing CMHS study, "Promoting Payment for Evidence-based Practices (EBPs)", which identifies the most significant EBPs in mental health (MH) services, and recommends specific EBPs by type of payer. Modify the work plan in response to comments provided by the PO. Utilize the contractor's ongoing technical assistance activities, the contractor annual four-day training and education conference, and other sources of information available: For evidence-based practices: identify major issues and barriers to implementation of specified EBPs, with particular emphasis on rate and payment issues; obtain recommendations as to the priority of the various issues and barriers, and strategies for addressing them; provide recommendations specific to major payer type (to at least include Medicaid, Medicare, Employer-based, and State-only). For data: identify and summarize the number, characteristics, and expenses (if available) of data and reporting systems required by payers, including those related to performance measures; identify areas of inefficiency and overlap; identify needed changes to reduce paperwork burden on providers and improve the compatibility, quality, and specificity of administrative data for reporting, reimbursement, and administrative functions. Summarize the results of these activities two reports (20-30 pages each): Report One: Identifies major issues and barriers regarding implementation of EBPs in mental health settings; sets priorities and makes recommendations as to which 2 or 3 rate and payment issues/barriers should be addressed for each payer type, and strategies for addressing them; includes a 1-page table that display these results in a matrix showing issues/barriers/ recommended strategies regarding EBPs by each payer type. Report Two: Describes the data/reporting issues that need to be addressed in order to: decrease the overall paperwork burden of providers; move to common data requirements for MH, SA, and Medicaid; assess performance, productivity and quality of care; and The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
