Description
The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Applera Corp., DBA Applied Biosystems, Foster City, CA, pursuant to 41 U.S.C.253(c)(1) and FAR 6.302-1--Only one responsible source and no other supplies or services will satisfy agency requirements. The contract will supply consumables for fluorescent DNA sequencing using ABI 3730XL DNA Analyzer instruments. The contract is to be awarded as an Indefinite Delivery/Indefinite Quantity contract for an initial year and four (4) one-year option periods for the purchase of the following consumables: 1) #4337458 BigDye Terminator Kits (10 each); 2) #4336357 POP 7 Reagent (12 each); 3) #4316357 POP 6 Reagent (20 each); 4) #4316355 POP 4 Reagent (50 each); 5) #4319899 Array for 3100 (10 each); 6) #402824 Running Buffer for 3100 (90 each); and 7) #4335611 POP 7 Reagent (30 each). All of these consumables are tailored for use on ABI 3730 instruments, in most cases with Applied Biosystems owning the patent rights. These instruments are being used for large-scale sequencing at the NIH Intramural Sequencing Center, Bethesda, MD. Use of the listed consumables must result in the ability to generate high-fidelity sequence data (<1% ambiguous bases over 800 pb reads) using the aBI 3730 instrument. Sequencing reagents must be capable of using cycle-sequencing protocols with high sensitivity and signal-to-noise ratios starting with minimal amounts (e.g. <100 ng) of starting DNA. Consumables must be tailored for use on ABI 3730 instruments for performing DNA sequencing. They must not compromise the warranty or service contract of these instruments. This is a firm fixed price requirement. Solicitation No. 273-05-P-0010 will be issued as a Request for Proposal (RFP) in conjunction with FAR Part 12, Acquisition of Commercial Items. Any firm believing itself capable of providing these items may respond by submitting a written narrative statement of capability within 45 days of date of notice to Dee Lunney at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. If no affirmative responses are received within 45 days of this notice to determine whether a qualified source is available to the Government, a contract will be placed with Applera, DBA Applied Biosystems.
