Description
R ? Implementation and Knowledge Transfer of Sterling Commerce: Connect: Direct Software Product. The U.S. Department of Commerce, NOAA, intends to negotiate with Sterling Commerce America, Inc., 12355 Sunrise Valley Drive, Suite 370, Reston, Virginia 20191-3458 on a sole source basis. The simplified acquisition procedures will be utilized for this requirement for consulting services in accordance with the Statement of Work. 1. Purpose of Work Implementation Assistance for Connect: Direct for UNIX. The DOC/NOAA/NFA/ISMO/FACD Computing Division has a mission of providing corporate administrative, financial, and management services for NOAA and the greater-Commerce community. As part of this mission the Computing Division operates Digital Alpha Computer Systems which run the Commerce Business System (CBS) formally (CAMS) for NOAA. CBS is intended to provide the foundation for financial services including issuance of payment information to the U.S. Treasury. The Debt Collection Improvement Act of 1996 mandates that all Government agencies use Electronic Funds Transfer (EFT) exclusively for all payments, no later than January 1, 1999. Connect Direct from Sterling Commerce is the Treasury recommended product to effect host-to-host, secure and traceable, file transfers of payment information. This connection is provided both for HP Tru64 Primary and Secondary support systems. DoC NOAA FACD (ITC) unique business requirements shall be discussed to develop an implementation task list for the purchased product(s). This plan shall outline a course to help gain the maximum return from the Connect: Direct for UNIX product(s) and meet required implementation time line. During this session, the consultant shall gather information about your trading partner and your communication environment. In addition, the Consultant shall work with NOAA to define immediate communication goals and discuss implementation of Connect: Direct for UNIX. The implementation shall include the installation of the File Agent Option. Upon completion of the Connect: Direct for Unix Implementation, the Sterling Commerce consultant shall provide a transfer of knowledge to your designated staff member on the product(s) implementation and use. 2. Scope of Work The assigned consultant shall install, configure and test Connect: Direct for UNIX on your development hosts. During the installation process the consultant shall load the distribution media onto the customer?s host computer system, making sure it works as distributed by Sterling Commerce. This service only includes installing the software onto the customer?s system and verification testing with one Trading Partner to assure the installation was performed correctly. This service does not include product configuration beyond that required for verification, nor does it include formal training of the customer?s staff. Upon completion of the Connect: Direct for UNIX implementation, the Sterling Commerce Consultant shall provide a transfer of knowledge to NOAA designated staff member on the product(s) implementation and use Knowledge Transfer shall include enabling Connect: Direct for UNIX to be started automatically, discussing the checkpoint/restart function, the understanding of the audit trail of data movement and the capabilities of the File Agent. The Consultant shall assist NOAA in configuring Connect: Direct for UNIX to communicate with one trading partner. This assistance shall include the local and remote definitions required, security requirements, assistance in the creation of inbound and outbound scripts for data transmission and the verification of successful completion of data exchange with a remote trading partner. Verification testing shall consist of configuring the installed product(s) to run a sample test data flow. Once the sample data has been loaded, it shall be run through the product(s) to verify that everything has been installed correctly. No other product(s) configuration shall be provided beyond this. Connect Direct is a proprietary product of Sterling Commerce and, as such, is only supported by them. No other sources exist for support of this product of this product, which is critical to meeting the requirements for EFT as mandated by federal law.
