Description
U.S. Government Seeks Office Space to Lease Federal Bureau of Investigation San Diego, CA Project No. 4CA0048 Summary Requirement: The General Services Administration desires to lease approximately 12,535 rentable square feet of office space, and must be located on the second floor or higher. Space on the first floor will only be considered by the FBI when no other space is available, or if deemed appropriate by the FBI. The rentable square foot number must yield a minimum of 10,900 to a maximum of 11,445 ANSI/BOMA Office Area for the Federal Bureau of Investigation to house personnel, furnishings, and equipment, together with fourteen (14) secured, on-site parking spaces. Building Requirement: The General Services Administration will use the Quality Solicitation for Offers to satisfy this requirement in an office building in a section of the city that is professional and prestigious in appearance, well maintained, of modern design, and of sound and substantial construction. The requested space must be fully serviced, and in a building capable of being altered to meet the Government’s needs and security requirements as well as requirements under the Americans with Disabilities Act (ADA). The building must conform to the seismic requirements for new construction of the current (1999) edition of the Uniform Building Code (UBC), or the 1976 Edition for existing buildings. The building offered must not contain sprayed on fireproofing or acoustical treatment containing asbestos. For all offerors proposing a build-to-suit there are certain security requirements that must be included with your offer in order to be responsive. The proposed facility must have a minimum distance of 50-100 (exact distance will be identified prior to initial offers) feet from the façade of the building on all sides, and any area where the public will park their vehicles. The vehicle barrier must be within the property line and be accomplished by any or all of the following methods: natural, mechanical, and/or fixed means. However, Government parking can be within the 50-100-foot distance if the Offeror can demonstrate that the public cannot enter into this secured area. An award of contract will not be made for a property located within a base flood plain or wetland unless the Government has determined it to be the only practicable alternative. Location / Delineated Area: The building offered must be located within the City of San Diego, California, within the following boundaries: North: Rancho Bernardo Road East: Pomerado Road south from Rancho Bernardo Road to Interstate 15. From Interstate 15 to Aero Drive, then a 1.5 mile corridor east to Interstate 15 South: Aero Drive West: State Route 163 north to Kearny Villa/Black Mountain Road north to Carmel Mountain Road, then a 1.5 mile corridor west of interstate 15 north from Carmel Mountain Road to Rancho Bernardo Road. Lease term: The term is for five (5) years firm. Occupancy Date: Occupancy must be within 270 days after receipt of the GSA approved layout. Expressions of interest should include the following: 1. Building/subdivision/lot name and address. 2. Rentable square feet, and rate per rentable square foot. Indicate the size of the lot if offering a build to suit. 3. Confirm BOMA Method of Measurement, usable yield for available space by floor and building common area factor. Owners and Authorized Agents: Brokers and agents may represent prospective landlords, but any properties or proposals submitted by the brokers/agents must be accompanied by written evidence they are authorized to represent the owner of the building, or parcel.
