Description
Under authority granted in FAR 13.501, the US Environmental Protection Agency intends to seek a quotation on a SOLE SOURCE BASIS from Quantum Analytics to provide a Markes Autosampler and Desorber coupled to Agilent GC-MS system. The primary use of this instrumentation will be to fulfill Agency requirements to assess ambient carcinogens as trapped on fine particulate filters, specifically particle-bound polycyclic aromatic hydrocarbons and similar particle bound organic species. The requested system is a complex hybrid of state-of ?the-art instrumentation. The Agency has developed methodology for the Agilent GC-MS system and requires such a system for compatibility with existing published methods. The Markes sample processor is uniquely developed to incorporate highly inert internal flow paths required for processing semi-volatile organic compounds such as PAHs. The specific requirements are listed below: It is required that the instrumentation is seamlessly coupled from sample processing through analytical finish and that a single vendor is responsible for installation, training and demonstration. It is required that the sample format be flexible to allow for different adsorbent materials and that once the sample format is prepared that there is no further manipulation required, either by personnel or by machinery, with respect to removal of seals, caps, etc. during the analytical process to avoid compromising sample integrity. It is required that the system can be automatically set to analyze a large number of samples automatically (~100) and that sample integrity is maintained over the period of time required to analyze all of the samples. It is required that the system be capable of fulfilling quality assurance functions such as re-analysis of any given sample automatically from the same sample tube, and for testing recovery efficiency and sample load carry-over. It is required that the system can measure sub-nanogram quantities of semi-volatile compounds with molecular mass up to 300 amu. Quantum Analytics, is the only known vendor capable of providing this equipment, interfacing multiple systems from original equipment manufacturers, and performing installation and training. The Quantum Analytics equipment has a series of unique technical features that enable this success. These include, but are not limited to, a unique sealing mechanism for the sample devices that does not require physical removal of the caps, (a proprietary design called DiffLoktm ) and a unique feature for method validation for quantitative repeat analyses (a proprietary design called SecureTDtm ). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by August 10, 2005 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
