Description
The Naval Surface Warfare Center, Panama City, FL (NSWC PC) intends to award a sole source purchase order to UGS Corporation of Plano, Texas for an anthropometrical and ergonomic modeling and simulation design tool called JACK. This software enables engineers to position biomechanically accurate digital humans in virtual environments, assign them tasks and analyze their performance. JACK (and Jill) digital humans can tell engineers what they can see and reach, how comfortable they are, when and why they?re getting hurt, when they?re getting tired and other important ergonomics information. The JACK M&S tool allows the engineer to add a human ergonomic and anthropometrical model to the virtual (CAD) Littoral Combat Ship (LCS) environment, thus providing the opportunity for a comprehensive analysis of the human factors of the design before any physical prototypes are built. JACK will be used on a variety of Naval programs, but primarily on the Littoral Combat Ship (L! CS) program. NSWC PC uses Solid Edge base-wide as the modeling software for mechanical engineers to create virtual mechanical designs. JACK and Solid Edge are made by UGS and are designed to work specifically with each other. Extensive LCS modeling has been created in Solid Edge. This acquisition is unsuitable for full and open competition for the following reasons. JACK is made to work specifically with Solid Edge CAD toolset; JACK and Solid Edge are both made by UGS. Since the mechanical engineers are using Solid Edge to create the virtual LCS environment, JACK is the only software module that ensures 100% compatibility. JACK was selected by Micro Analysis and Design in an SBIR for Scriptable Human Figures in an Open Environment Architect. The SBIR was created to allow a CAD software, an anthropometrical software (JACK) and a human performance software (MicroSaint) to talk with each other and interact in a virtual environment. The SBIR created ?script translations?specifically for the 3 software interfaces, including JACK. Therefore, using JACK in the Open Environment Architect would eliminate the cost of ?script translations? since they were already done for this particular anthropometrical software. JACK offers the features that are desired for a Human-Centered Design Analysis in the virtual LCS environment. The anticipated award date will be on or about August 13, 2005. Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 541511 applies. SBA Size Standard is 1000 employees. FSC is 9999.
