- This solicitation is a Small Business Set-Aside in accordance with the latest quarterly adjustment under the Small Business Competitiveness Demonstration Program. The North American Industry Classification Code (NAICS) 236210 is applicable to this solicitation. The size standard is $12.0 million. The estimated range is between $25,000 and $100,000. The U.S. Fish and Wildlife Service (FWS), intends to issue a Request for Quotations (RFQ) to construct a wooden observation platform to view bats. Work included under this invitation consists of supplying all materials, labor, supervision and equipment to construct a 10' wide by 30' long wooden observation platform to view bats emerging from Sauta Cave including pressure treated lumber, concrete ramp, rock anchorage and metal handrails installation in accordance with these specifications and as shown on the drawings to constitute a complete and functional facility at Sauta Cave National Wildlife Refuge. Contractor shall verify the dimensions shown on the drawings and in case of any disagreement, the contractor shall notify the Contracting Officer in writing and resolve any discrepancies before proceeding with the work. CONTRACTORS ARE URGED TO VISIT THE SITE AND BECOME FAMILIAR WITH EXISTING CONDITIONS. Claims made by the Contractor for extra work caused by their failure to visit the site will not be allowed. The tentative RFQ issue date is on or about July 26, 2005 with a August 25, 2005 closing date. A firm fixed price purchase order will be issued with a performance period of 60 days from the Notice to Proceed. The anticipated award date is August 30, 2005. The RFQ documents will be available electronically on the Federal Business Opportunities website. The FWS is currently using Electronic Commerce to issue solicitations and the resulting award. The RFQ documents will be available at the Federal Business Opportunities website at http://ideasec.nbc.gov under RFQ Number 401815Q155. Paper copies WILL NOT be available. In order to submit a quote on-line, you must be registered at the Central Contractor Registration (CCR) website at http://www.ccr.gov and use of a Dun and Bradstreet (Duns) and Federal Tax Identification Number (TIN) is required. You may obtain your DUNS number from Dun and Bradstreet free of charge at (800) 333-0505. All prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR).
