Description
This is a formal announcement of a contract extension and Contractor Industry Day. The Air Force's Operations Support Systems Wing intends to extend the ordering period for Engineering Services line items for the Global Combat Support System -Air Force (GCSS-AF) contract on a sole source basis to Lockheed Martin Corporation, Integrated Systems and Solutions, 1701 North Street, Mail Drop 257-4A, Endicott, NY 13760, for a period of NTE 24 months to allow for completion of the ongoing development of the GCSS-AF Integration Framework. This extension will not increase or otherwise add to the types of work included in the original competed solicitation, increase the competed contract dollar ceiling, nor extend the overall term of the GCSS-AF contract, as originally competed. The proposed contract action is for services for which the Air Force intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302. Lockheed Martin is currently developing, delivering, and operating one of the largest net-centric, standards-based Service Oriented Architectures in the federal government. The program requires additional time to complete post IOC development and developmental testing to achieve Full Operational Capability (FOC). Also, the extension is sought to account for anticipated funding challenges, provide a brief period for system stabilization, and incorporate the lessons learned from the initial ERP deployments onto GCSS-AF into a follow-on GCSS-AF approach. Due to the complexity of the GCSS-AF architecture, Air Force dependence on the more than 150 warfighter services/capabilities in operation on GCSS-AF today, and the more than 400,000 active member uses per week; competition and potential transition to a new contractor prior to FOC would result in an unacceptable delay, increased risk, and increased cost to the Government. Although the extension is for 24 months, the AF desires to award the follow-on contract in the 18- to 21-month range to provide an overlapping period to ensure a graceful transition to sustainment of the GCSS-AF capabilities. Interested sources may identify their interest and capability to respond to the requirement within the next 15 days. If there is interest in this action, the next step is to submit a proposal. This notice of intent is not a request for competitive proposals; however, all proposals received within 45 days after the date of publication of this synopsis will be considered by the Air Force. A determination by the Government not to compete this contract action, based upon responses to this notice, is solely within the Government's discretion. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) Code for this acquisition is 541512. Indicate in your response whether you are a large business, small business, very small business, small disadvantaged business, (8)a concern, woman-owned small business, HUB-zone small business, veteran owned small business, or service disabled veteran owned small business. The purpose of the Industry Day is to share the detailed status of the GCSS-AF Program and the AF's expectations for the GCSS-AF follow-on acquisition.
