Description
The Federal Aviation Administration (FAA) is seeking information on technology that will provide interactive computer-based Air Traffic Control (ATC) training system for controllers. We are conducting a market survey to identify potential vendors to provide interactive computer-based ATC training system/instructions. This market survey does not constitute a Screening Information Request (SIR) and cannot be construed as a commitment by the Federal Government. The FAA will not be liable for any costs associated with the preparation of any responses to this announcement, nor reimburse or otherwise pay any cost incurred by any party responding to this survey. INTERESTED VENDORS: Sources capable of complying with all requirements identified in this posting may provide information regarding their capabilities totaling no more that 10 pages and submitted to arrive not later than 4.00 p.m. (DST) August 8, 2005 at the following address: FAA 800 Independence Avenue, S.W. Washington, D.C. 20591 Attn: Sarah F. Scott, AJA-48 Submission may also be made electronically via e-mail to Sarah.Scott@faa.gov to be received no later than 4:00 p.m. (DST) on August 8, 2005. Late submission may not be considered. Any vendor whose product meets the requirement may be asked to submit demonstration software or perform such demonstration. The vendor should provide a description of the proposed solution to the interactive computer based training system. Additionally, the vendor should provide information on the proposed solution relating to: 1. The media for the course/module must be able to: a. present basic concepts and facts b. present screen displays c. permit students to practice navigation and input to the system d. provide realistic practice in designated tasks prepare students for use of the actual system e. present air traffic procedures. 2. Central network for storing record keeping information 3. Training software that provides instructions using multi-media content. 4. High quality full-screen digital video footage 5. Questions and instructional scripts customized for the job tasks. Furthermore, the company must be able to meet the following capabilities: 1. Have at least five years experience in producing full - screen interactive video courses with testing systems and demonstrate where such courses are installed in an airport environment. 2. Have a in-depth background in the development of airport specific airfield safety training programs. 3. Have the ability to make changes to interactive training programs within reasonable period of time. 4. Provide scriptwriting, video production, authoring, installation and testing services. 5. Provide interactive customize full screen digital video programs, and record tracking system. 6. Provide training for multiple self-paced individuals on the same or different programs simultaneously. 7. Provide interactive video training courses that are expandable and able to accommodate new training programs. 8. Serve as an application service provider where training results and record keeping are stored and retrieved. The vendor must provide evidence of experience in providing technology similar to that listed above. Identify any similar past or current government contracts for the last five years (1999 - 2005).
