Description
This is a synopsis being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120 with a small business size standard of $6.0 million. It is the intent of the National Library of Medicine to contract with a vendor to provide professional services for: a) searching an outside bibliographic source (i.e., the OCLC WorldCAT) to locate available bibliographic copy for a mix of Slavic language monographs titles, specifically in Russian, Polish, and Croatian, and returning uncataloged to NLM 0-15 titles for which cataloging is not needed (e.g., duplicates are found in NLM?s database, the title is a serial); and b) providing a copy or, when copy is not found in the outside bibliographic source, original cataloging records for 800-1,100 titles in a mix of Russian, Polish, and Croatian. The services will include applying the Anglo-American Cataloguing Rules, 2nd Edition, 2002 revision (AACR2) and the Library of Congress Rule Interpretations (LCRIs) to descriptive cataloging and verification of name/series access points in the online authority file, assigning NLM Medical Subject Headings (MeSH) descriptors and assigning class numbers to each monograph using the NLM Classification or the Library of Congress classification schemes. The purchase order term will be September 26, 2005 through September 25, 2006 with option for one (1) successive six (6) month period.
