Description
The NIH Clinical Center plans to procure from Thomas Lewis, 11801 Gainsborogugh Rd. Potomac MD 20854 for MIS/CRIS Consultation. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. However, if any interested party believes it can perform this requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the Clinical Center to determine if the party can perform this requirement. A determination by the Government not to compete this proposed requirement based upon response to this notice is solely within the discretion of the Government. PLEASE SUBMIT PROPOSALS VIA EMAIL TO AMCGEE@CC.NIH.GOV The Clinical Center is a clinical research hospital providing all medical services for patients participating in human research protocols of the National Institutes of Health (NIH). The Clinical Center provides patient facilities and services for clinical investigations by the NIH Institutes, research in related areas and supervises residency and other training programs. The Department of Clinical Research Informatics (DCRI) is responsible for processes and systems that directly affect users in the care delivery and research settings. Work focuses on the analysis and evaluation of clinical research informatics needs and requirements, the development of design options that support the work processes of clinical research, and the implementation and management of responsive IT solutions. The purpose of this contract is to continue the services of a contract consultant to complete the MIS migration for the Clinical Data Warehouse for Clinical Research Information System (CRIS). The project has been ongoing for approximately three years. The migration is 90% complete. This contract is a time and materials contract that is time limited and being executed so that the project can start before or on August 28, 2005 and completed by November 1, 2005. The contractor?s involvement in the project and his inherent knowledge of the relevant data structures makes him uniquely able to assist in this task. This is considered a sole source statement of work. The contractor, working closely with the Clinical Data Warehousing team will perform the following task: Support requests for data extractions ? the current tools used for extracting data from both Medical Information System (MIS) and the Clinical Data Repository (CDR) are arcane and specialized. Ad hoc queries require significant time and effort to design and execute. The contractor will be required to assist the Clinical Data Warehouse team as follows; design database tables, eliminate duplicates, and populate the tables on the development and production servers; process all appointment data, demographics, and vitals; process all blood bank and medication administration (hereafter referred to as admin); process all X-ray and orders; process all IV admin and ?nursing data? (remaining A data, nursing notes, etc.); Recover corrupted purge data on a periodic basis as time permits over the four iterations of development. The contractor will meet initially with the Technical Deputy CIO to establish a timeline for completion of the proposed tasks. The contractor will provide written progress reports on a monthly basis regarding the status of tasks. The government will provide the contractor with the necessary facilities to support task completion, including desktop computers, software and network services. Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements. Sources of expertise for this particular Information Systems technology are very limited. Dr. Lewis has extensive and unique knowledge of the medical information system that is critical to operations of the Clinical Center. The unique knowledge is designer?s knowledge of the internal architecture. Dr. Lewis brings to the project 21 years of expert experience in developing and implementing the MIS. His expertise is invaluable as the Clinical Center moves to the selection and implementation of a new hospital information system, the Clinical Research Information System, CRIS. Request for quotations are due on August 12, 2005 EST.
