Description
The Department of Energy (DOE), National Nuclear Security Administration (NNSA), Nevada Site Office (NSO) is seeking expressions of interest in providing research, development, and engineering studies in the area of nuclear test safety; non-proliferation research; radiation safety; geology; hydrology; paleohydrology; soil physics and other soil sciences; metrology and climatology; environmental protection, remediation and monitoring; environmental regulatory compliance; biology and ecology statistics; cultural resources and historic preservation; atmospheric sciences; radioactive and non-radioactive transport mechanisms; and community outreach assistance in support of DOE activities on the Nevada Test Site (NTS) and at off-NTS locations. The need for these services is to assist the DOE/NSO to comply with the Federal Facility Agreement and Consent Order pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act; Resource Conservation and Recovery Act; and the Nevada hazardous waste laws. Details in the technical areas of environment include safety, and health; national security, and environmental restoration and waste management. Areas of research, engineering, and development include the technical and programmatic fields of chemistry, hydrology, geology, soil science, civil and environmental engineering, atmospheric sciences, remote sensing and geographic information systems, radiological sciences, biological sciences, risk assessment, energy and technology development and testing, environmental monitoring, protection, compliance, and remediation, long-term stewardship, archaeology and historic preservation, science and environmental education, and community and stakeholder outreach. The conduct of essential technical engineering studies, development of technical proposals, program management, cost estimate and budget preparation, baseline development, document review, preparation of reports, and peer review of articles, are examples of tasks to be completed in the various technical areas in support of NNSA/NSO programs in weapons experimenting, national security, nonproliferation, emergency management, counterterrorism, waste management, environmental restoration, environmental monitoring, historic preservation, test readiness, technology development, and other activities managed by the NNSA/NSO. In addition to the above, the contractor shall maintain records on individuals in the category of the DOE System 1, the DOE personnel and general employment records, and other systems as might be identified by the contracting officer. These records are maintained on behalf of the DOE in order to accomplish an agency function within the meaning of the Privacy Act of 1974. In summary, these activities must be in accordance with, and in support of, applicable local, state, and federal laws and regulations, as well as applicable DOE directives. Applicable regulations include agreements and consent orders negotiated by the NNSA/NSO, including the Nevada Federal Facility Agreement and Consent Order for the majority of the NNSA/NSO Environmental Restoration activities, and the Mutual Consent Agreement and Federal Facility Compliance Act - Compliance Order, among others, for waste management as well as the Stockpile Stewardship Program. THIS IS NEITHER A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE, but is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work in whole or in part. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. Parties who have all or part of the capabilities to perform the services described above are requested to submit capability statements, limited to not more than 10 pages, to be received within 15 days of publication of this Notice to: U.S. Department of Energy, NNSA Service Center, Office of Business Services/AD, Attn: Erwin E. Information received will be considered solely for the purpose of evaluating the intent of this notice and explore contracting and subcontracting opportunities.
