Description
The U.S. Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) requires a contractor to investigate new and existing remote sensing technologies for surveillance and enforcement in the NWHI. The contracting party will perform or provide the following duties and services, no later than one year from date of award. 1. Identify and obtain available Radarsat, MODIS and DMSP historical archived data sets that cover the NWHI. 2. Conduct an initial evaluation of Radarsat, MODIS and DMSP historical archived data sets and ground-truth the presence of known vessels in the region. 3. Provide a set of recommendations on how the historical archived data sets can be turned into a practical application for enforcement and surveillance in the NWHI. 4. If warranted, oversee analysis of archived Radarsat, MODIS and DMSP data to determine the feasibility of detecting ships and spills on the open ocean in the NWHI (to be executed under separate contract). 5. Assess the technological requirements to implement a mandatory surveillance system (Automatic Identification System and Vessel Monitoring System) for all permitted vessels in the NWHI. 6. Working with Reserve staff, produce recommendations for a centralized and integrated NWHI interagency secure information sharing system (NISISS) using existing tools and based on agency needs and user requirements. This is a simplified acquisition with an estimated value of less than $50,000 Any potential contractor must be registered in Central Contractor Registration at www.ccr.gov in order to be eligible for an award
