Description
The U.S. Department of Commerce, National Severe Storms Laboratory (NSSL), proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with Vieux & Associates, Inc. for Vflo Hydrologic model support services and the customization of a landslide prediction module in the existing Hydrologic Decision Support System (HDSS). This work is critical to the Joint NOAA/Taiwan technology transfer agreement collaboration. The main goal for this procurement is for the development of a landslide prediction model within the Vflo model. The proprietary Vflo model has been operational in Taiwan and is the required software infrastructure for the landslide module. Development of a landslide model outside of Vflo would require an entirely new hydrologic model and would be cost prohibitive. The landslide module within then Vflo model will require testing, configuration and coupling with existing Central Meteorological Bureau (CWB) infrastructure. The proposed effort would focus on extending the Vflo model to include a landslide prediction component, training, calibration studies, display enhancements, test feasibility of the new landslide module. The real time model operation, distributed flood level criteria development, and operational implementation will be a shared responsibility between the CWB and Vieux & Associates. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
