Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Picosecond Pulse Labs for two (2) pulse generators. The first generator must meet the following critical specifications: 1) Rise- or fall-time of less than 15 ps but more than 10 ps; 2) Pulse amplitude of 0.2 V; 3) 50 nominal source impedance; 4) Externally triggered operation with repetition rate of 500 kHz or more; 5) Internal trigger source with repetition rate of 500 kHz or more; 6) Jitter between output pulse and trigger of less than 1.5 ps; and 7) 1.85 MM coaxial output connector. The model 4015D-307 meets the criteria required. The second generator must meet the following critical specifications: 1) Rise- or fall-time of less than 5 ps; 2) Pulse amplitude of 0.2 V; 3) 50 nominal source impedance; 4) Externally triggered operation with variable repetition rate between 100 kHz and 10 MHz or more; 5) Internal trigger source; 6) Jitter between output pulse and external trigger of less than 0.5 ps; and 7) 1.85 MM coaxial output connector. The model 4016A-307 meets the criteria required. The most critical specification for both units is number 1 because pulse must be fast enough to stress the equipment. This unit will be used for testing high speed electrical equipment within the laboratory. Market research has been conducted and it is the Government?s belief there in no other unit(s) commercially available than can meet this criteria. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Award date will be August 11, 2005.
