Description
The National Oceanic and Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis under the authority of 41 U.S.C. 253(c)(1) with 2B Technologies, P.O. Box 288, Golden, CO 80402-0288 for five (5) ozone monitors. NOAA requires a small, lightweight (less than 7 kg) instrument where the pilot must be able to load the instrument package on the aircraft single-handedly and the package must fit into a 45cm x 35cm x 17cm (length x width x height) space. The analyzer is to be used on small aircraft and must be able to operate autonomously. The analyzer will be added to an existing aircraft network of 2B Technologies ozone analyzers that all must have the same configuration and specifications to maintain data integrity across all network sites. The instrument must be capable of recording the data in ASCII format using RS-232 output as well as inputs from auxiliary sensors including a GPS unit, temperature and humidity probes. The instrument must operate on a rechargeable battery. A removable memory device (flash card) that contains the recorded data must be a part of the analyzer so that the data can be readily sent back to NOAA for analysis. The instrument must operate using the standard technique of absorption of ultraviolet light with dual cell design to provide 1 ppb precision for 1 minute data resolution. No liquid chemicals or bottle gases can be part of the instrument. This announcement is being issued under the Simplified Acquisition Procedures, FAR Part 13 (under $100,000). Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any responses shall be received in writing no later than August 15, 2005. Anticipated Award date is August 16, 2005.
