Description
The U. S. Department of Commerce/National Oceanic and Atmospheric/NESDIS/National Ice Center intends to negotiate with George Mason University, Fairfax, VA, on a sole source basis in accordance with the authority of 41 U. S. C. ( c ) ( 1 ) only one source to provide research services for the 30-Year Arctic Ice Climatology Analysis Using Geographic Information Systems and Remote Sensing Algorithm Sensitivity Study, Under the Cooperative Research Agreement between the National Ice Center and George Mason University. This is a on going research program to provide global sea ice analyses, forecasts, outlooks and ship routing recommendations within the marginal sea ice zone of all Arctic and Antarctic seas. The George Mason University has developed techniques to analyze these charts in term of the spatial and temporal trend of the sea ice cover. The proposed project will first retrieve digital copies of the charts for the past thirty years. The data will be stored in Geodatabase environment to be accessed via a digital web server. The team will explore and evaluate the effectiveness of difference analytical and visual techniques to detect and capture major changes in the ice coverage. Based upon the evaluation results, the team will continue to enhance the development of spatial and temporal tools to create a robust analytical environment for users. Offerors certain they can meet the requirement are requested to submit in writing and affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies.
