Description
The Gifford Pinchot National Forest intends to contract for improvement of approximately 1.0 mile of FS Road 4200, which is a single lane, gravel surfaced road adjacent to the East Fork of the Lewis River. Contractor shall: blade and shape the existing subgrade; clean existing culvert catch-basins and drainage ditches; install new culverts and headwalls; and construct new ditches to improve road drainage. Base rock shall be placed on the subgrade in selected locations to improve road drainage. A lift (4 inch compacted depth) of crushed rock shall be placed on the approved subgrade to provide a base for the construction of a three layer Asphalt Surface Treatment. Emulsified asphalt and clean crushed stone shall be used to construct the asphalt surface. Two existing 24 inch diameter culverts located at MP 21.08 shall be removed and replaced with a 14 ft span x 5 ft 7 inch rise bottomless, Structural-Plate Arch culvert on concrete footings. Solicitation includes an option for replacement of an existing 42 inch diameter culvert with a 59 inch x 81 inch arch culvert. This project is located in the upper reaches of the East Fork of the Lewis River, Gifford Pinchot National Forest, Mt St. Helens National Volcanic Monument and Ranger District. From Battleground, Washington, proceed north on State Highway 503 to Mile Post 12.8. Turn east on NE Rock Creek road and proceed east up the Lewis River to Moulton Falls County Park. At Moulton Falls exit NE Rock Creek road and proceed up Sunset Road approximately 7 miles to Sunset Campground. The project begins at the end of the existing asphalt at the east end of the campground. This procurement is funded by the Resource Advisory Committee (RAC) for the South Zone of the Gifford Pinchot National Forest. Award will be made to the Offeror whose offer is best value to the Forest Service, based upon: Benefit to the Local Community (Skamania County); Risk; and Price. Risk will be evaluated based upon experience and past performance. This is a Total Small Business Set-Aside.
