Description

The USDA Forest Service, Forest Products Laboratory, Madison, Wisconsin, is soliciting an invitation for bid for up to three contractors (there may be up to three awards made against this solicitation) to furnish all labor, materials, tools, equipment, transportation, supervision and all other necessary items to perform a Job Order Contract (JOC). The associated North America Industrial Code System code is 236220. Small Business size standard is $28,500,000. The contract will be an Indefinite Delivery/Indefinite Quantity, firm-fixed-price type contract against which the Contracting Officer will issue individual delivery orders. The delivery order amounts will vary between a minimum of $2,500 but not exceeding $500,000.00. The Contractor is required to furnish all supervision, personnel, materials, equipment, and supplies necessary to manage and accomplish the tasks. Delivery orders include but are not limited to work in a variety of trades such as carpentry, road repair, roofing, excavation, demolition, concrete, masonry, and welding. The proposed contract will be for a 12-month base period with up to four additional one-year options possible. The guaranteed minimum amount for the base period is $5,000 and $5000 for each option year executed. The maximum amount for the contract is $10,000,000 for the duration of the contract whether it is just for the base year or for the base year and all option years. The maximum amount is not guaranteed. A bid bond is required. Performance and Payment bonding for each delivery order will also be required. The solicitation is expected to be issued on or about 22 July 2005 and bids will be due on or about 23 August 2005. A pre-proposal conference will be conducted on or about 9 August 2005 at the FPL building, Madison, Wisconsin. Registration for the pre-proposal conference may be made to the Contracting Officer by faxing to (608) 231-9585, or by e-mail: jbelovsky@fs.fed.us. A site visit may held at the same time. Due to security requirements, interested offerors must register by providing the Contract Specialist, in writing or via electronic mail, the names of the individuals who will attend the conference and the names of their companies, limited to two representatives per company. Attendees at the pre-proposal conference are cautioned that the Government will not wait for anyone who is late or lost and will not hold another pre-proposal conference. Written questions pertaining to the must be furnished to the Contracting Officer no later than 12:00 PM on 18 August 2005. Solicitation documents will be posted on FedBizOpps. No documents will be on printed-paper hard copy format. All questions are to be submitted in writing to jbelovsky@fs.fed.us. Questions submitted less than 5 days prior to the closing date may not be addressed before solicitation closing date; therefore, offerors are advised to submit questions as soon as possible. Please provide your company name, telephone, point of contact, e-mail address, and solicitation number on all questions. Responses to questions are not considered changes to the solicitation as the only way the solicitation can be changed is through the issuance of an amendment.
