Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Sub Part 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). The NAIC Code is 334119. This solicitation will be awarded on a firm fixed price basis. The solicitation document and incorporated provisions and clauses are those in effect through Federal Aquisition Circular 2005-04. This RFP is seeking industry partners capable of providing the BARCO ISIS Flat Panel Monitor, MDP471/CH/A that accepts and processes Mocro-EARTS ATC surveillance radar data and displays the processed radar data on FAA and DOD certified displays for use by air traffic controllers to provide positive control of air traffic in en-route and terminal ATC environments. All hardware components of the product accepted shall be currently logistically supported within existing FAA/DoD organizations. Installation Support Efforts; proof of installation and compatibility with FAA Micro-EARTS software at the FAA William J. Hughes Technical Center, Atlantic City NJ; Hardware for Polk JRTC display consoles; Hardware for Nellis AFB display consoles; System installation in the air traffic control facility at Nellis Air Force Base; System Maintenance Support; and post Installation and On-call Support (12 months) following the installation of the displays. Delivery requirements will be no more than 60 days after date of contract award. We are therefore requesting proposals to be submitted for the required products and services. Evaluation Criteria/Procedures: Offers will be evaluated based on the desending order of importance: (1) Technical Approach; (2) Management and Staffing Plan; (3) Past Performance; (4) Section 508 Compliance, and (5) Price. FAR Provision 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. FAR Provision 52.212-2, Evaluation of Commercial Items, applies to this acquisition (See evaluation criteria listed above). Offerors shall include a completed copy of FAR Provision 52.212-3, Offeror Representation and Certifications Commercial Items, and furnish Offeror's Tax Identification Number, CAGE Code, Central Contractor Commercial Registration Number, DUNS Number, and Applicable FSC Codes with its offer. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. Far Clause 52.219-8 Utilization of Small Business Concerns apply. Due to the implications and seriousness of the work being conducted under this program, it is important that the offeror understand that we are looking for an offeror with significant experience and a favorable demonstrated record in the manufacture of these monitors. We believe the RFP is straight- forward and wil allow you to prepare a proposal with a minimum of effort. A statement of work is not included in this announcement. A copy of the Statement of work can be obtained by written request.
