Description
The Contractor shall provide all personnel, equipment, tools materials, supervision, and other items and services necessary to perform Leasing Tank Cars for Defense Energy Support Center Japan in accordance with the terms and conditions of this contract and applicable Japanese laws and trade practices. Required tank cars are Required tank cars are (1) 35 metric ton railway tank cars (12,617 U.S. gallon liquid loading capacity), (2) the interior of tank cars shall be coated with “DEVRON” manufactured by Devoe & Reynolds Company Inc., or equal type epoxy resin or moralizing coating to prevent corrosion, (3) equipped with two (2) four-inch camplock type military standard adapters and caps on outlet valves, (4) 110 of them per month. The tank cars shall be registered in accordance with Part 3 of “Rules Relative to Application of Rail Cars (Japanese title “Unyousharyoukankei Kiteishuu”) issued by the Japan Freight Railway Company (JFRC). The Contractor shall provide all maintenance and repair services required as a result of normal wear and tear. Tank cars shall be marked with the product symbol as required by the Government in accordance with Military Standard 161 (MIL-STD-161). Award will be made to the offeror whose offer represents the best value to the U.S. Government considering the evaluation factors stated in the solicitation. The solicitation is not restricted. The due date for responding to the Market Research Questionnaire is 29 Jul 05. The solicitation will be available on this web site and will be issued to all firms who respond in writing to this synopsis.
