- Repair of the 280-foot root section of the breakwater at Port Allen Harbor, Island of Kauai, Hawaii. The repair of the ocean side of the breakwater root consists of construction of a new keyed and fitted armor layer over the existing stone slope usi ng 8-ton minimum stone at the transition to the main breakwater and minimum 6-ton stone for the new armor layer. Harbor side repair consists of replacing and resetting stones as necessary to maintain the stacked rock face and construction of a graded ripr ap revetment. The riprap will consist of a 2-foot thick graded stone layer, median stone size 200 pounds, placed over geotextile filter fabric and compacted fill. This is an unrestricted procurement utilizing Electronic Bid Sets (EBS). The estimated cost of the project is between $500,000 and $1,000,000. Traditional hard copies of plans and specifications will NOT be available for this solicitation, but will be a vailable for viewing and/or downloading via the Honolulu District Contracting Website on or about August 5, 2005 at http://www.poh.usace.army.mil/pohct/contracting.asp. Solicitation documents will NOT be issued on CD-ROM format unless the Government det ermines that it is necessary. If the Government determines that issuance of the initial solicitation on CD-ROM is necessary, the CD-ROM will be provided at no cost to self-registered contractors at the website mentioned above. However, the Government res erves the right to issue follow-on amendments to the solicitation on the website. It is therefore the Contractors responsibility to check the Honolulu District Contracting Website daily for any posted changes to the solicitation. All offerors are encour aged to visit the Armys Single Face to Industry Website at: https://acquisition.army.mil/asfi to view other business opportunities. Offerors should register themselves on the Honolulu District Contracting Website to view/download a copy of this solicita tion. Offerors must be registered with the Central Contractor Registration (CCR) in order to receive a Government contract award. To register, the CCR Internet address is: http://www.ccr.gov.
