- The Postal Service is seeking Qualification Statements from construction companies wishing to be pre-qualified for an Indefinite Quantity Contract for General Construction in Northern Louisiana and Southeast Louisiana. There are two distinct areas covered as a part of the solicitation. A General Construction firm may elect to submit on one or both areas. The pre-qualified firms will be given the opportunity to submit a proposal on an Indefinite Quantity Contract (IQC) for repair and alteration projects within the geographic area described above. The proposal to be offered to pre-qualified firms includes a Unit Price Book containing over 80,000 construction tasks with preset unit prices. All unit prices are based on local labor, material and equipment prices including the current prevailing wages. Pre-qualified contractors will propose a Multiplier to be applied to a Unit Price Schedule. This Multiplier will apply to each unit price in the Unit Price Schedule. Your firm must be willing and able to work on all the projects that may occur within any of the geographical area listed above. More than one award may be made under this proposal. Description of Work: Work that may be involved within the scope of the Indefinite Quantity Construction Contract includes minor alterations, repairs, improvements and maintenance of US Postal Service owned and/or leased facilities. Examples of interior work: painting, installing stud/gypsum board walls, installing lockboxes, relocating HVAC ducts or electrical outlets, plaster repair, wood refinishing, floor replacement. Examples of exterior work: asphalt/concrete paving, installing sidewalks, curbs or gutters, excavation, waterproofing, roofing, decking, exterior painting, security fencing and landscaping. Cost Range: The contract is a unit price standard type arrangement for a one year period with four 1-year renewal options. The initial contract amount is anticipated to be $1,000,000. The contract amount may be increased, by modification and with an appropriate increase in bonding, up to $9,500,000. The minimum contract amount is $10,000. Small, women-owned and minority-owned subcontracting participation is encouraged. Performance bonds and payment bonds will be required from the successful offeror. General Contractors selected as being the most qualified will be placed on the prequalification list. Primary factors to be considered for prequalification are: 1. The Construction Company?s background, indefinite quantity contract experience, capacity to perform, timely completion history, references, financial stability, and safety. 2. The Construction Company possesses a valid contractor?s license or provides a copy of the application to obtain such license in the State of Louisiana. 3. The Construction Company capability of bonding with a minimum aggregate dollar amount of $5,000,000. 4. The Construction Company must have been in business, under the firm?s present name, for a minimum of five (5) consecutive years. 5. In addition, your company will be asked to show Indefinite Quantity Contract/Job Order Contract experience, comparable experience, and non-comparable experience.
