- The Library of Congress has a requirement for Assessment of Environmental issues associated with decommissioning and relocation of the Library WPAFB operation to Culpeper, VA. The LOC film preservation operations involve hazardous chemicals and waste products that are subject to a number of regulatory environmental concerns ranging from air emissions and storge procedures to worker exposure and waste disposal.
