- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED FOR THE BELOW DETAILED SERVICES. THIS PROCUREMENT IS MADE ON THE BASIS OF A TOTAL SMALL BUSINESS SET-ASIDE. The identifying number is PR-NC-05-10590. The NAICS Code is 541380 and the size standard is $10 million or less in average annual revenue. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. A firm-fixed price purchase order is anticipated to result from the award of this solicitation. The contractor shall provide a quotation for chemical analysis of 21 analytes per the Statement of Work AND base and option price sheets found at http://www.epa.gov/oamrtpnc/0510590/index.htm. Evaluation shall be made on a best value basis, and per the evaluation criteria found at the above site. The following FAR provisions apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors-Commercial. The offeror must be registered in the Central Contractor Registration Database and must provide their DUNS number with the offer. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (see http://www.epa.gov/oamrtpnc/spclaus/index.htm for text). For FAR 52.212-5, the following FAR clauses will be selected: 52.233-3, 52.222-26, 52.222-41, 52.222-42, 52.232-33, 52.225-13, 52.222-3, 52.222-35, 52.222-36, and 52.222-37. The price sheets, the Statement of Work, the Evaluation Criteria, and any subsequent amendments will be available via the Internet World Wide Web at http://www.epa.gov/oamrtpnc/0510590/index.htm only. Hard copies or diskettes will not be available. It will be your responsibility to frequently check the same site where the notice is posted for any amendments.
