Description
NAVAIR Orlando Training System Division (TSD) in Orlando, FL, intends to award a sole source contract to BMH Associates, Inc., a small business, located at 5365 Robin Hood Road, Norfolk, VA 23513 to provide engineering services for completion of the Phase III design, development, enhancement, test and maintenance requirements of the Mission Rehearsal Tactical Team Trainer (MRT3). BMH is currently contracted by other projects to provide instructor controls and monitoring (IOS) functionality to Navy projects and is the Navy support agent for the Joint Semi-Automated Forces (JSAF) simulation. The unique combination of knowledge uniquely supports the required rapid transition of IOS and JSAF innovations into the MRT3 project. BMH is required to complete Phase III enhancements of the MRT3 trainer so that the Government has a stable product baseline and documentation upon which future requirements can be competed. The Government anticipates pursuing full and open competition for future MRT3 design, development, enhancement, test and maintenance requirements required after Phase III of the MRT3 project is completed. BMH is currently the only known source uniquely capable of efficiently and rapidly bringing resources with diverse project knowledge required to solve complex engineering development and integration issues. Pursuing award through competition would result in unacceptable delays in fulfilling critical mission requirements. The resulting contract will be cost plus fixed fee and negotiations will be conducted using other than full and open competition pursuant to the statutory authority 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated contract award date is 10 September 2005 with performance lasting 12 months from date of contract award. The applicable North American Industrial Classification System (NAICS) code is 541330. This is not a request for quotation, nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. NAVAIR Orlando Training Systems Division (TSD) intends to enter into negotiations with the BMH Associates, Inc., ten (10) days after publication of this notice.
