Description
The United States Army Tank-automotive and Armaments Command ??? Picatinny Arsenal TACOM-Picatinny), Picatinny Center for Contracting and Commerce (PC3) intends to establish a manageable number of Blanket Purchase Agreements (BPAs) to fulfill continuing requirements for the following functional areas: Functional Area 1: Integrated Logistics Support Management, Functional Area 2: Logistics Engineering, Functional Area 3: Publications, Content Management and Provisioning,and Functional Area 4: New Equipment Training and Material Fielding Support. Functional Areas 1 and 4 are reserve for Small Business. The associated North American Classification System (NAICS) codes for functional areas 1, 3 and 4 are 541614 and 541511 and the associated NAICS code for functional areas 2 is 541330. The small business size standards for functional areas 1, 3 and 4 are 6,000,000 and 21,000,000 and the small business size standard for functional area 2 is 4,000,000. The integrated logistics support management, new equipment training and material fielding support are reserved for small businesses prime/team leaders and the logistics engineering and publications, content management and provisioning are open to both large and small businesses prime/team leaders. The first call order for MACS Logistics Support is set aside for small business. These are services to provide logistics management for the Modular Artillery Charge System (MACS) along with chairing the MACS Supportability Integrated Product Team (IPT) in support of Materiel Release (MR) actions during the MACS M232A1 process. All of the requirements under the BPAs will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, and the test program authorized in FAR subpart 13.5, to the maximum extent possible along with Part 12 of the FAR for commercial services. The initial BPAs will be issued for a period of 3 years, with 2, 1-year option periods to renew. The Government reserves the right to cancel any company???s BPA for any reason including poor performance and/or if the company???s labor rates are determined to be no longer competitive. In addition, PC3 may solicit additional companies at any time to replace or increase existing BPAs to fulfill the Government???s requirements. As requirements occur, PC3 will compete the actions among BPA holders in the functional areas. The Government intends to award BPAs resulting from this solicitation to the most responsible offerors whose offer conforming to the solicitation and to the functional area will be the most advantageous, representing the best value to the Government, price and other factors considered. RFP W15QKN-05-R-0820 will be available for downloading from the following website located at http://procnet.pica.army.mil on or about August 5, 2005. Each offeror may submit one or more proposals for one or more functional areas listed above. Offerors shall submit two (2) copies of their electronic proposals on CD-ROM, to the US Army TACOM-Picatinny, Picatinny Center for Contracting and Commerce, AMSTA-AQ-APH, ATTN: Magda Szymanski, Bldg. 9, Picatinny Arsenal, New Jersey 07806-5000 closing date for receipt of proposals is 4:00 p.m. EST, (19 August 2005).
