- This will be a firm fixed price C type contract. Contractor shall provide personnel, management, transportation, and any other items and services not Government furnished to control rats in the vicinity of endangered Oahu Elepaio (Chasiempsis sndwi censis ssp.ibidis) nests during the nesting season at Honouliuli, Moanalua, and Makaha, and to monitor the elepaio birds, on the Island of Oahu, Hawaii (involves steep mountainous terrain). The issue date for this solicitation is estimated to be on or abo ut 29 July 2005. Response date is estimated. Actual proposal due date will be specified in the solicitation and may be earlier or later than 19 Aug 05. Period of performance is 29 Sep 05 through 28 Sep 06 with 4 pre-priced 12-month option periods. This proposed contract is being considered a 100% set aside for small business concerns with the intent to solicit and negotiate with only one source (Pono Pacific Land Management) under the authority of the test program for commercial items, Section 4202 of t he Clinger-Cohen Act of 1996. A firm is considered to be a small business if its average annual gross receipts for the past three years do not exceed $6.0 million. Interested persons may identify their interest and capability to respond to the requiremen t or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the response date of the solicitation will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Teleph one requests will not be honored.
