- It is the intent of the Pipeline and Hazardous Materials Safety Administration to negotiate solely with one source, Allegro Energy Consulting, to provide deliverables (written reports, spreadsheets, consultations, presentations, and other means of conveying information) that are related to the Agency's Pipeline Safety integrity management, data collection, and data analysis programs. This acquisition is being done under the statutory authority of FAR 13.106-1 (b)(1) Single Source Selection. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
