Description
Livanta LLC, a government contractor, intends to procure a data mining and data analysis tool to be used to detect Medicare improper payment anomalies. Livanta LLC is soliciting proposals on a full and open competitive basis from qualified Information Technology Data Mining and Data Analysis organizations that possess a data mining tool(s) to demonstrate and to display their data results of mining Medicare data for detecting improper Medicare payments. Vendors who wish to participate in a full and open competition should contact Douglas C. Crouch at 301-957-2301 for a date and time where vendors will be allowed to ask questions in an open forum about the competition at the office of Livanta LLC. At that time Livanta LLC will provide interested vendors with Medicare data, data dictionaries, schema, etc. Certain sensitive Medicare data as defined by the Health Insurance Portability and Accountability Act (HIPAA) of 1996 will be removed from the data file provided to vendors. Vendors will be shown examples of various scenarios of improper payments to aid them in their understanding of the problem. At this time Livanta LLC expects to provide vendors with three data files. The first file will contain known Medicare improper payments that vendors can use to apply their data mining and data analysis tool(s) against to identify predictors of improper payments. The second data file will comprise of known improper payments and correct payments so that vendors can test their data mining tools against the data to ensure they only detect improper payments. Lastly, vendors will be provided a new data file comprising improper payments and correct error payments. Vendors will be allowed thirty days to apply their data mining and data analysis tool(s) to Medicare data to detect the anomalies. On a date to be determined later, vendors will be invited to Livanta LLC, 9090 Junction Drive, Suite 9, Annapolis Junction, Maryland 20701 and be allowed two hours to demonstrate their data mining and data analysis tool and/or service for identifying and detecting Medicare improper payments. Livanta LLC will review, score, and evaluate vendor?s data mining tools and data display results and select the vendor product and/or service who successfully demonstrate their product and/or service over other vendor products and/or services. Livanta LLC will award a contract to the successful vendor for their product and/or service. Vendors are expected to work directly with Livanta LLC (a government contractor) on this solicitation and not a government agency.
