Description
The US Coast Guard C-130J Aircraft Project Office (APO) in Elizabeth City, NC is investigating installing Electronic Flight Bags (EFBs) in its fleet of six (6) C-130J aircraft and is seeking to purchase two (2) EFB systems from a single contract source to be installed for prototyping purposes. This is a SOURCES SOUGHT NOTICE to identify interested vendors capable of providing EFBs. The draft requirement for EFBs includes the following: (1) Electronic Flight Bag Hardware, including Windows-based CPU with touch-screen mounted separately from the CPU. (2) System for mounting 2 touch-screen monitors for access by pilot and copilot while seated at their respective flight stations. (3) NVG-compatible screen is desired. (4) Document-reader software that supports .PDF .DOC .XML and other document formats. (5) Hardware and software to display enroute and approach charts using an independent GPS receiver. (6) Hardware and software to display graphical and text aviation weather via a commercial subscription service. (7) An integrated user interface that allows direct access to installed EFB software applications without entering the Windows operating system environment. (8) The ability to provide engineering services for the installation of EFB including wiring diagrams, installation procedures and list of required components to complete the installation. (9) Training on maintenance of the installed system, including fault isolation and component removal/installation. (10) Training on EFB hardware operation and accessing software applications. (11) FAA-certification of equipment and software is desired. It is anticipated that a Firm Fixed Price contract will be awarded to one vendor utilizing Best Value procedures. Vendors interested in performing this requirement are invited to provide the following information to USCG C130J APO (Attn: Tabitha Staps) no later than Aug 10, 2005, 3:00 p.m., EST.
