Description

The intention of this solicitation is to obtain maintenance, repair, replacement, alteration, modernization, renovation, layaway and caretaker services for military family and bachelor housing, family and bachelor housing assets (Community Center, Self-Help Store, Housing Office, and Warehouses), and other real property at MenRiv Park and Naval Weapons Station Charleston (WPNSTA CHASN), Goose Creek, South Carolina, by means of a combination firm fixed-price and indefinite quantity contract. Section C describes the scope of the services to be provided and establishes the acceptable standards for performing the work. All work will be ordered to be performed in both occupied and vacant quarters unless stated otherwise. All work shall comply with the technical standards contained in this contract. It is the Government's intention to issue this solicitation exclusively through the Internet at http://www.esol.navfac.navy.mil. The entire solicitation will be available at the site for viewing or downloading. Prospective Offerors are encouraged to register at the web site. This will normally be the only method of distribution of amendments, therefore, it is the Offeror's responsibility to periodically check the web site for amendments to the solicitation. The official plan holder list will also be maintained on and can be printed from the web site. RFP issuance date will be on or about February 24, 2003. The contract performance period will include a base year with four option years with a total contract term not to exceed 60 months. Except when it is determined in accordance with FAR 17.206(b)not to be in the government's best interests, the government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This is a negotiated source selection procurement which consists of the submission of price and technical proposals. The NAICS fo this procurement is 56121 with a size standard of $23 Million. This is not a request for proposals and no solicitation is available at this time. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Market research is being conducted to determine interest and capability of potential sources for this requirement. Do not submit capability statements; instead, companies wishing to respond are invited to go to the web site at http://www.esol.navfac.navy.mil to download the associated market survey file. A more comprehensive description of the requirement will be provided with the market survey, as well as instructions for submission of the survey itself. The due date for responses is February 13, 2003.
