- NASA/GSFC plans to issue a DRAFT Request for Proposal (RFP) for the Sounder Research Team (SRT) and Data Impact and Modeling Teams (DMT). The goals of SRT and DMT include the use of past, current, and advanced atmospheric sounding data for climate studies; assimilation of atmospheric sounding data and data from other current and future satellite instruments to improve numerical weather prediction and study atmospheric processes; and development of state of the art high spatial resolution general circulation models to improve numerical weather prediction, including hurricane track prediction. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is being conducted as a full and open competition. The NAICS Code and Size Standard are 541710 and 1000 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the DRAFT RFP is on or about July 29, 2005. Any questions or comments in response to the DRAFT RFP are due within 15 days. The anticipated release date of the FINAL RFP is mid to late August 2005, with proposals due approximately 30 days later. The anticipated effective date of the follow-on contract is December 1, 2005. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
