Description
The U.S. Environmental Protection Agency?s Emergency Response Team in Las Vegas, Nevada, requires a Hand-Held XRF Soil Analyzer System featuring a miniature X-ray tube, high-resolution system. The XRF analyzer will be used to conduct on-site analyses in support of the cleanup of the nation?s contaminated land, water, and air. Specifically, the analyzer is needed to analyze metals to assess potential environmental hazards associated with site assessments and emergency responses. Due to the nature of the EPA site assessments, the instrument must have the ability to calibrate to matrices other than soil if necessary. Additionally, the instrument must have the flexibility to add analytes in the field by direct operator activation in the field without connection to an ancillary computer and without intervention/assistance from the supplier/manufacturer. The analyzer shall be provided with an airline approved shipping case that is able to be shipped via overnight delivery. The instrument shall also be capable of analyzing for lead in paint. A HUD approved package is preferred. The handheld XRF analyzer shall feature: miniature X-ray tube; high-resolution detector system (<250 eV FWHM at 5.95 keV Mn spectral line); two (2) Li-ion batteries; battery charger; waterproof, rugged carrying case; calibration standards; standardization reference sample; Microsoft ActiveSync software for automatic transfer of data to Desktop PC; integrated pocket PC providing data download capability plus direct, touch screen entry of sample information; factory authorized start-up training and assistance; 2-year warranty on parts and labor (batteries and iPAQ pocket PC excluded from factory warranty). The system shall be able to quantitatively analyze 20 Standard Elements (calibrated) in soil: Ti, Cr, Mn, Fe, Ni, Cu, Zn, As, Se, Rb, Sr, Zr, Mo, Ag, Cd, Sn, Sb, Ba, Hg, and Pb. Additional (calibrated) elements to be added are: P, S, Cl, K, Ca, V, Br, Ru, I, W, Os, Ir, Pt, Au, Tl, Bi, Pr, Ce, La, U and any additional elements that are available when ordered. The instrument shall have the ability to qualitatively analyze for all elements that it is not quantitatively calibrated for (elements 15 through 92) in any mode (soil, filter, or dust wipe) by direct operator activation in the field without connection to an ancillary computer and without intervention/assistance from the supplier/manufacturer. The supplier/manufacturer shall provide a list of overlap/interference elements with correction factors if known for the instrument. (This would be the case for the rare earth metals.) An additional two (2) iPAQs shall be provided for a total of three (3) being provided to accommodate instrument calibration. The solicitation will be available on or about August 1, 2005. The Government anticipates the award of a firm-fixed-price contract on a best value basis. Evaluation of proposals will consider price as well as the demonstrated ability of the system to meet or exceed the Government?s minimum requirements. It is estimated that proposals will be required within 15 calendar days of solicitation issuance. This is an unrestricted acquisition. All responsible sources may submit a proposal which will be considered by the Agency.
