Description
The Government intends to issue a competitive Request For Quote (RFQ) to procure one 75-metric ton and one 300-metric ton mobile boat hoists (MBH) to be used at USNA Annapolis, MD. This solicitation is for the acquisition of commercial items in accordance with Part 12 of the Federal Acquisition Regulations. The rated lifting capacities of the 75 and 300 metric ton mobile boat hoists shall be 165 kips and 660 kips. The hoists shall be designed, fabricated, assembled, tested, delivered, installed and ready for use. The MBHs shall be designed and fabricated in accordance with AISC Manual of Steel Construction, AWS D1.1, ASME B30.2, ASME B30.5, ASME B30.17, as applicable, and rated for Class C (Moderate) service as defined in CMAA #70. The MBHs shall be of the open-end design (one top cross beam) with a pivot trunnion structural frame (gantry), operator's cab, hydrostatic drive, diesel engine, and fully equalized polyester or nylon slings. A packaged hoist is acceptable. The MBHs shall be cab operated for both movement and hoisting. This solicitation is set- aside for Small Business. One award will be made for design, fabrication, delivery, erection and testing of the 75-Ton mobile boat hoist. The 300-Ton mobile boat hoist will be an option. An additional option to the solicitation will be a price for trade-in of the existing 75 Ton and 250 Ton MBH currently located at USNA Annapolis, MD. The solicitation will contain provisions for the exchange of personal property covered by Defense Acquisition Regulation clause 252.217-7002. All firms responding will be required to return the Offeror Representations and Certifications-Commercial Item (May 2002) and various applicable attachments with their proposals. The solicitation will be posted at the following Internet site: http://www.esol.navfac.navy.mil. It is estimated that the solicitation will be available on the website on 1 August 2005. To download the solicitation, and if applicable, all amendments, you must create an account and register. Once registered, you will receive a courtesy notification by e-mail that the solicitation documents are available for downloading. However email notification is not guaranteed and it is the bidder's sole responsibility to check the website daily for solicitation availability. An official plan holder's list will be maintained on-line and can be printed from the web site. E-mail notification of any changes (amendments) to the solicitation will only be made via the e-sol web site, and only to contractors who register on the site for this solicitation. Therefore, it is the contractor's responsibility to check the internet site listed above daily for any posted changes tot he solicitation plans and specification.
